"It really has to be timely to be effective and that time has probably passed even two or three years ago now,"he said.
"There is a need for a policeman controlling what councillors and councils get up to, but if you don't move at a reasonable pace ... then it dilutes the effectiveness of that process,"he said.
"It was always dubious thinking that a small organisation such as council could own two major buildings in the main street of Daylesford,"Cr Hood said.
"There has been no transparency,"he said.
