"People in the city just don't understand if we run out of water we can't brush our teeth, we can't flush the toilets, we can't have a shower,"Ms Burr said.
"I can tell you from first hand experience that I'm delivering water to people that haven't had to buy water for 20, 30, 40 years."
"Some people are actually using their water set aside for fires,"he said.
"While some off-grid households may have been able to rely on their existing rainwater storages or groundwater supplies in the past, this may not be the case in the future."
