"As a country, we can certainly do much more in terms of the way we respond to bereaved families following the death of a child."
"We live in a culture where we get three days' bereavement leave for the death of a family member and to me that's a very significant message that we have a culture that sees grief like the flu or the cold,"Mr Hall said.
"One submission I received stated that if the individuals decided not to bury or cremate their child, [they] would actually be given back to the hospital as medical waste,"she said.
"More than seven out of 1,000 babies are born still … that's six stillborn babies in Australia every day, which is double the national road toll."
"While nothing could alleviate the grief of losing a child, we hope this fee waiver will in some small way support families in such a difficult time,"she said.
"He is always around us … whether it's a particular scent, the colour yellow or seeing a monarch butterfly … he's very much around us in spirit."
