"We're looking at losses of cattle about 270,000 … 176,000 for sheep and about 41,000 for goats,"he said.
"The key thing for us is working with our primary producers to get them back up on their feet and working again,"he said.
"We are talking about an area the size of twice Victoria. We've got about 1,300 primary producers in there,"he said.
"This is going to be a marathon,"he said.
"We know that high ground is absolutely critical."
